There are three types of Licensing schemes

Mandatory HMO (Houses in Multiple Occupation) licensing 

This will include homes shared by 5 or more people who form 2 or more households, where some or all tenants share some facilities.



Additional HMO licensing

This will include homes shared by 3 or 4 people in 2 or more households, where some or all tenants share some facilities. Most Councils will also include Section 257 HMOs, (building which have been converted into self-contained flats, which do not comply to appropriate building regulations.)



Selective licensing


This will include all privately rented properties in a specific area within certain boroughs (including Bexley, Brent, Ealing, Enfield, Hackney, Harrow, Havering, Islington, Newham, Redbridge, Tower Hamlets, Waltham Forest and more) 

Lastest Licensing schemes

  • Kensington & Chelsea: Additional HMO scheme started on 01-06-23, this includes all properties shared by three or more people who are not related and share facilities. It does not include converted blocks of flats (HMO 257)


  • Newham Council: Additional HMO and Selective licence schemes was renew on 01-06-23, this includes all rented properties regardless of the amount of people living at the properties. The council currently has a £350 discount for anyone applying for selective licence before 14-0-23.


  • Barnet Council: Additional HMO scheme started in October 2022, this includes all properties shared by three or more people who are not related and share facilities. It also included converted blocks of flats (HMO 257).

     

Important  reminders

  • Hackney council has a selective licence in place for 3 wards Brownswood, Stoke Newington and Cazenove


  • Haringey, Enfield and Ealing councils have a selective licence scheme in place for most of the borough


  • Greenwich council additional licensing scheme has expired and they are currently consulting on a replacement scheme. They also have a selective licensing scheme in place for some wards.


  • Barnet council are in the looking into bringing in a Selective licensing scheme.
